IRC servers form networks by connecting to other servers. However, these 
connections can't be spontaneous as a connection causes name space clashes 
in user nick names and channel names. Because of this, each server belongs 
to one network. These networks include eg. DALNet, IRCNet and 
OpenProjects Network. So the first thing would be to check that the 
server really belongs to the right network, perhaps by looking at the 
server greeting when you connect.

When you are on an IRCNet server, there's still a possibility of not 
seeing us others. Sometimes the connections break temporarily between 
some servers, and you won't see anything on the other side of the split.

At least this server in America should be in IRCNet: 
globali.us.ircnet.net
